This is simply not true. Take as a very simple example, birds' wings. They definitely did not evolve as a means of flying. Almost certainly, feathers evolved either for warmth and maybe later display. But gradually, incremental change produced a limb that allowed a creature to glide and even later to fly. So the wing evolved out of a different use for the same limb. In your terms, the wing was brought into being by change.

I chose wings because this is a clear example, but the same applies to every other aspect of a living thing.
