The UK has an Electoral Commission that is charged with ensuring that the distribution of Parliamentary seats is fair. It has to balance a number of issues: Roughly equal numbers of voters in each seat, borders along natural or community boundaries, population density, so areas with a low density generally have fewer voters to reduce travelling time for MPs (though this made more sense when travel was on foot or by horse than it does now).
