I've heard the argument that racism is about a power relationship before, and we do need a word for that, but strictly speaking racism is prejudice and does not have to have anything to do with power. Having said that, it is typically displayed in a power relationship.

And if you think Black people cannot be racist, come to Africa where, in many countries (but not all), tribalism is alive and well
