In my last job before I retired I had to fill in two timesheets as I was working for my employer but part of my time was allocated to a joint venture company. Of course, the two systems were not compatible and did not exchange information. I was also expected to book exactly forty hours per week. In this case, it was just the way that industry (infrastructure) worked. Bizarrely, companies in the industry get paid for hours worked, up to the limit of liability for the contract. Even though pretty much everyone recognised that this was ridiculous, it was so ingrained in the culture that it was impossible to change.
