In my experience Japanese people are far more tolerant of foreigners breaking the rules than people in most other countries. I wonder if this is related to the way that Japan treats its own obvious supremacy over overs. The Japanese (like pretty much every other country, it must be said) believe they are superior so the oddities of others are proof of this. Compared to the British who believe we are superior and this is so obvious that we don't need to tell people, or the Americans who believe they are superior but are insecure about it so have to keep saying it (MAGA, anyone?).
